Senate Bill 3: "Extreme and unjust..."
By eliminating the use of motorized small-scale mining from all but the farthest reaches of our mountain streams, this bill effectively destroys what remains of another of Southern Oregon’s foundational industries. Josephine County was settled in 1851 by small-scale placer gold miners, eight years before statehood. The region is home to many gold-bearing creeks and streams. Around 1,500 mining claims are on file in our county clerk’s office, representing miners from all over Oregon and the United States.
Rather, study after study notes that in-stream suction dredge activity at this scale has no significant over-all effect on salmonid populations. In fact, considering the effects of dredging, sluicing, and panning on streambed porosity, Dr. Robert Crittenden concludes that small-scale dredge mining enhances spawning habitat.
